Funding for Low Rate Keystone HELP Loans for Consumer Energy Efficiency

Harrisburg:  Funding for loans to homeowners for energy efficiency improvements under Keystone HELP, Pennsylvania's nationally recognized loan program, continues to be available. Nearly 10,000 Pennsylvania homeowners in all of Pennsylvania’s counties have applied for financing under Keystone HELP, with over $25 million made in low interest loans for improvements that make their homes more energy efficient. Keystone HELP is offered through a network of over 1,500 independent Pennsylvania contractors and businesses authorized to perform work under the program.  Click here for more information.

While state funding previously committed to the consumer energy program by 2008's Act 1 Energy Legislation was not included in this year's final budget, residual funding remains and the Pennsylvania Treasury and Department of Environmental Protection are continuing to explore ways to expand Keystone HELP to benefit more Pennsylvania homeowners. We remain optimistic that additional sources of support will be identified before the existing funding is exhausted. Should increasing demand for financing outpace existing funding for the program, however, loan availability could be limited.

 
Something for Everyone in Government Energy Programs

Expanded Keystone HELP Aiding Thousands of Pennsylvania's Homeowners
Allentown: Keystone HELP, Pennsylvania's innovative low rate loan and rebate program for energy efficiency home improvements, has seen a tremendous surge in applications since it was expanded in late February as a result of additional funding provided by the Commonwealth's Alternative Energy Investment Fund Act (Act 1) . This funding helps provides "middle market" consumers (those with household incomes of up to $150,000) with lower loan interest rates or rebates for energy saving improvements such as Energy Star rated heating, cooling, insulation and "whole house" energy makeovers. With energy prices poised to rapidly increase and access to affordable credit limited for many middle income homeowners, Keystone HELP has provided an affordable way for consumers to make solid, long term improvements in their home's energy efficiency.

In just the first three months of the expanded program, over 3,600 applications for loans and rebates have been processed, with the value of funded and pending projects exceeding $15,000,000. Keystone HELP has also been a boon to Pennsylvania contractors. Over 1,200 have applied to become Approved Contractors under the program, with more than 700 participating in advanced training courses on building science and home energy performance held across the state.

Secretary of Energy Announces $256 Million for Energy Efficiency Improvements
Washington:  U.S. Department of Energy Secretary Steven Chu today (June 1, 2009) announced plans to provide $256 million from the American Recovery and Reinvestment Act to support energy efficiency improvements in major industrial sectors across the American economy. The funding is targeted at reducing the energy consumption of America's manufacturing and information technology (IT) industries, while creating jobs and stimulating economic growth. These programs will help create manufacturing jobs quickly, along with jobs for technicians and experts who will be needed in the long-term to maintain and operate the new equipment.

"Supporting the development of the latest industrial technologies plays an important role in helping U.S. industry to lead the world in energy efficiency and productivity," said Secretary Chu. "Working together with American manufacturing and IT industries, we will be able to create new jobs, reduce industrial energy use and limit damaging greenhouse gas emissions."

Projects being funded under the Recovery Act will focus on three main areas.

Energy Efficiency Programs Update-May 2009

As 'energy efficiency' and 'reducing Pennsylvania's dependence on foreign oil' have become headline catch phrases within the past year, there are now several funding programs available for Lancaster County businesses that are taking on "green" projects or projects that involve energy efficiency. While the Economic Development Company of Lancaster County does not directly administer many of the "green" funding streams, we have assembled a quick list of programs that have been brought to our attention.
